In order to effectively promote the progress of the circular transformation of industrial parks in our province, study and propose policy measures and implementation plans for classified promotion in the next step, further understand the current situation, problems and demands of enterprise development, understand the work foundation and overall needs of park circular transformation, as well as work opinions and policy suggestions for strengthening park circular transformation in our province, on the afternoon of February 27, a research group consisting of leaders and experts from the Hunan Provincial Development and Reform Commission, Changsha Municipal Development and Reform Commission, and Changsha Economic Development Zone Industrial Environmental Protection Bureau came to Dingjiu Environment's Chengbei Sludge Carbonization Circular Transformation Project for on-site research.

Wang Yajie, Deputy General Manager of Dingjiu Environment, and Ma Guiquan, Operations Director, introduced the Chengbei Sludge Carbonization commercial project that was put into operation in July 2018 to the leaders and experts participating in the research, and described in detail the whole process of turning municipal sludge into treasure through cyclic utilization. After high-temperature carbonization in the fully enclosed integrated continuous sludge carbonization furnace independently developed by Dingjiu Environment, the residual sludge remaining after purification and treatment of sewage in the sewage treatment plant becomes the biochar product just produced. This biochar can be used as raw material for carbon-based fertilizers and soil remediation agents, with broad market demand.
The research group inspected the site of the integrated sludge carbonization equipment with multiple fully independently developed patent technologies of Dingjiu Environment.
The research group came to the plate and frame filter press dewatering workshop that dewatered municipal sludge with a moisture content of more than 96% to a moisture content of 50-60%.
The research team then came to the central control room where the project's fully automatic PLC control system is located. Dingjiu Environment's integrated sludge continuous carbonization equipment can set different parameters at each stage of the process flow to achieve diversified automatic control methods, and the entire process requires only one worker to operate.
After the field research, the research team, Dingjiu Environment, the water purification company, and Wanrong solid waste jointly participated in the exchange seminar on the park's circular transformation work organized by the Management Committee of the Economic Development Zone. Dingjiu Environment's deputy general manager, Wang Yajie, introduced to the leaders at the seminar the situation of Dingjiu Environment's Chengbei sludge carbonization circular transformation work and expressed the needs in the circular transformation work, hoping to receive relevant support and assistance. Nie Renxiao, Deputy Division Director of the Hunan Provincial Development and Reform Commission, put forward requirements at the meeting: "The park and all enterprises should deeply study the 'Opinions on Promoting the Circular Transformation of Parks' issued by the National Development and Reform Commission and the Ministry of Finance, clarify the national requirements, base themselves on reality, highlight key points, and refine plans to achieve internal circulation within enterprises and recycling between enterprises. The park should truly understand the substantive intent of the national document, improve the top-level design from the perspective of park circularization, straighten out planning from the perspective of circular economy specialization, and organize ideas according to the seven points required by the Provincial Development and Reform Commission." Zhou Jing, legal representative and executive vice president of the Hunan Provincial Circular Economy Research Association and director of the Hunan Provincial Circular Economy Standardization Technical Committee, pointed out at the meeting: "Changsha Economic Development Zone has taken the lead in the country in the treatment of waste gas, wastewater, and waste residue. It is forward-looking in circular transformation work and explores highlights from the park's industrial characteristics. Among these, Dingjiu Environment's sludge carbonization circular project technology is leading, typical, and demonstrative, and is worthy of vigorous promotion."
