In order to implement the requirements of the Ministry of Housing and Urban-Rural Development's "Notice on the 2019 Work Plan for the Formulation and Revision of Engineering Construction Codes and Standards" (Jian Biao Han [2019] No. 8), from March 23 to 24, 2019, the establishment meeting and first working meeting of the industry standard "Code for Operation, Maintenance and Safety of Urban Sewage Treatment Plants" (hereinafter referred to as the "Code") was successfully held in Changsha, Hunan.
The meeting was jointly organized by the first lead editing unit, Tianjin Capital Environmental Protection Group Co., Ltd., and the China Urban Water Association. It was specifically hosted by Hunan Dingjiu Energy & Environment Technology Co., Ltd. (hereinafter referred to as "Hunan Dingjiu"). All 28 participating units attended the meeting. Leaders from the Standards and Norms Division of the Department of Standards and Quotas of the Ministry of Housing and Urban-Rural Development and the Industrial Standards Division of the Institute of Standards and Quotas visited the meeting. The lead editor of the Code, Zhu Yanbo, presided over the meeting.
Liu Yujun, Chairman of Capital Environmental Protection, delivered a welcome address on behalf of the lead editing unit. He stated that under the new era of continuous advancement of ecological civilization construction, the revision of the Code comes at the right time. Capital Environmental Protection will uphold its original aspiration, keep its responsibilities in mind, rely on its professional competence and capability, and successfully complete the revision task.
Guo Qingxi from the Standards and Norms Division of the Department of Standards and Quotas of MOHURD, and Liu Bin from the Industrial Standards Division of the Institute of Standards and Quotas, respectively gave speeches on the current situation of industry and group standards management and future management trends, and put forward specific requirements for the revision of the Code.
Yuan Dawei, Director of the General Engineering Office of the Construction Bureau of the Changsha Economic and Technological Development Zone Management Committee, introduced the situation that the meeting organizer, Hunan Dingjiu, is constructing and operating a sludge carbonization and resource utilization project at the Chengbei Sewage Treatment Plant in the development zone. He appreciated Hunan Dingjiu's independent research and development of integrated continuous sludge carbonization technology to solve the problem of sludge treatment and disposal at the sewage treatment plant in the zone.

The attending representatives and experts conducted in-depth research, exchange, and discussion on the work outline of the "Regulations", providing many valuable opinions and suggestions for the revision work. The meeting improved and approved the "Revision Work Outline", the division of labor among the revision units, and the revision work plan.
Hunan Dingjiu Integrated Sludge Continuous Carbonization Technology, as a new sludge treatment and disposal technology adopted in this "Regulations", was included in the meeting's visit schedule. On the afternoon of March 23, under the leadership of Jiang Liangjun, the general manager of Hunan Dingjiu Company, all members of the preparation group visited and inspected the integrated sludge continuous carbonization project site at the Chengbei Wastewater Treatment Plant in Changsha Economic Development Zone.
Members of the preparation group went to the project central control room for inspection, visited the fully automatic PLC control system of the project, and listened with great interest to the explanation by Wang Yajie, deputy general manager of Hunan Dingjiu, on the fully automatic control of the sludge dewatering and carbonization process. Each stage of the dewatering and carbonization stages, from sludge feeding, filter pressing dewatering, drying in the integrated sludge continuous carbonization equipment, carbonization, etc., can achieve diversified automatic control methods by setting different parameters, and the entire operation requires only one worker.
The compilation group members visited the sludge dewatering workshop, where municipal sludge with a moisture content above 96% was dewatered to a mud cake with 50-60% moisture content by a plate and frame filter press. Subsequently, the compilation group members proceeded to the sludge carbonization workshop.
Finally, the compilation group members arrived at the output site after the continuous carbonization of sludge. The biochar produced by Hunan Dingjiu Integrated Sludge Continuous Carbonization Equipment can be used as carbon-based fertilizer, raw materials for soil remediation agents, adsorbent materials for water purification, and biochar concrete materials, with broad market application prospects. The compilation group members witnessed the whole process of turning sludge into a valuable product and praised Hunan Dingjiu's integrated sludge continuous carbonization technology as a new technology for sludge treatment and disposal in sewage treatment plants, achieving sludge reduction, stabilization, harmlessness, and resource utilization.
The "Code" was first issued and implemented nationwide on July 1, 1995. It was the first management standard in China's urban sewage treatment industry, filling the gap in technical management in the industry. It played an important role in ensuring the normal operation, comprehensive maintenance, safe production, and protection of urban water environment of urban sewage treatment plants. This meeting was successfully held, marking that the "Code" has entered the substantive revision stage. The revision group will, under the leadership of the lead unit, carry out the revision work step by step in a scientific, rigorous, and efficient manner.
Hunan Dingjiu, as the host of this revision meeting, is also responsible for participating in the compilation of the sludge carbonization and gasification chapters, which has positive significance for enhancing the company's influence and appeal in the industry.
